Flight Recently Docked Ports Wont Transfer EC When Crossfeed is On (Plus Work Around)

Reported Version: v0.1.4 (latest) | Mods: none | Can replicate without mods? Yes 
OS: Windows 10 | CPU: Intel i9 9900K | GPU: Nvidia 3070ti | RAM: 32GB

 

Steps to Replicate:

1. Load NoECCrossFeedOnDockingTestSave.json
2. Let the two rovers dock
3. Close the Flight Report
4. Reorientate camera to the same as before docking
5. Open Resource Manager
6. Show Battery Levels
7. Timewarp to show changes in batteries being charged
8. Turn off Timewarp
9. [Work Around] Turn one of the docking port's crossfeed off and then back on again
10. Again Timewarp to show changes in batteries being charged

Note:
The right rover's batteries aren't being charged by the left rovers solar panels, until crossfeed is turned off and then back on again.
