PartLab showing error

Whenever I want to load a model or part from my Parts folder of KSP, it shows "A Load Handler for this file type does not yet exist".

It loads my model.mu file. But I get this error. Nothing appears. What should I do?

And can someone explain to me what does PartLab do anyway?
