Map & Tracking Station Right-clicking on certain areas of a celestial body does not trigger the "Set target / Focus" pop-up

The bug has been present since launch. In the Tracking Station, right-clicking on certain areas of a celestial body does not trigger the "Set target / Focus" pop-up. It is reliably reproducible for Gilly for example, at multiple zoom levels - right-clicking certain areas of its surface does nothing.
