Will not board after EVA

Usually have little problem with this.  Either the port is blocked, or it is full.  But neither of these are present.  I have a lander with Jeb and Bob on the Mun.  Both can exit to EVA.  But Bob will not get back in.  I tried having Jeb get out and let Bob get in first.  That didn't work.  Jeb can easily return inside, teasing Bob who is getting upset over lack of snacks outside in the dark cold of the Mun.
