Will there be ship parts(ocean ship) and shipyard?

The devs have said no, because KSP is a space simulator, not a ship simulator. But there's no reason why it can't be part of a mod pack.

i seem to remember there being talk of buoyancy parts. primary design purpose was to allow your space vessal to spacedown safely, secondary side affect boat?

Also any idea how their scaling back of the resources to sensible levels will effect things like the hydroscoop - surely a hydroscoop implies sea worthy parts?

Are you sure about that? If I remember right, during Kerbal Con, they mentioned submarines and other ocean vessels, I mean it wasn't set in stone, but they were certainly discussing it.

It would be cool if we could make submarines or underwater probes for exploring places like Laythe and Eve's oceans.

There is a mod that adds pontoons and other similar parts for landing spaceplanes on water. Too lazy to find it now, though, on an iPhone.

The hydroscoops do raise the question of how you're supposed to scoop them using a rocket, or even a spaceplane. Perhaps you're supposed to just skim above the surface, but that sounds very difficult and silly. Maybe it's a net-like device on a tether, like kerbal attachment system. I just hope that using it with a spaceplane is not mandatory, as I am awful at them.

I'd love boat parts! I could finally explore laythe with something less fiddly and dangerous than a plane...

The hydroscoop does tend to suggest that the devs will be adding something like this.
