Yes, Crew Manifest lets you edit and create new Kerbals. It's very cool. You can even set the badass flag to be like Jeb.

Jeb, Bill, and Bob all appear to be dead in my game with no sign of returning

The randomly generated Kerbals seem to come back though. Harkin Kerman, the first Kerbal to walk on the moon keeps coming back after multiple deaths.

The story I use in my current game is that all the new Jebediahs are named after the very first Jebediah who died in the first attempt to orbit Kerbin. It is justified in that in between I had a horribly-failed mission to Duna that took 19 years to get an encounter, giving all those newly-born Jebediahs time to grow up and follow in their namesake's footsteps.

In my area in the Netherlands (top north) thats called Inbred. Small villages (300-500 people) often mix and mismatch.. :S

Some even look like Kerbals!
