Probably. They're not adding the new aerodynamics yet.

You can go into the persistence file and tell the file it's working in .20 rather than .19. Same with plane and rockets. It's a bit laborious, though, so I usually just restart, but its almost certainly doable.

0.18 was in experimental phase for 2 or 3 weeks, why is everyone so happy?

Well that was also a MASSIVE update. 0.19 and presumably 0.20 are much smaller in scale and scope so naturally they will be quicker to get through the experimental stage. Furthermore, we now know that some time soon we will be getting a nice and neat update
