Radia Attachment Part?

I posted this in the General Add-On Affairs but no help... I figured posting it here would get me a quicker answer Sorry if I am wrong for posting this here.

I remember seeing a mod part a couple weeks back that lets you attach this part to the side of your vessel which in turn allows you to attach ASAS, fuel tanks, etc...

Could someone please point me to it?

I hope that this mod will have a counterpart in the game at some point; there are a lot of useful parts that just don't attach radially at the moment.
