Mining 0.20??

This is probably a dumb question: at first I heard that mining was going to be 0.20 but now I'm not sure so my question is: is mining still going to be in 0.20 or was that changed

Turned out there's more work that needs to be done to implement it, probably like the tweakable part in VAB (set how much fuel/oxidizer etc. you want in tanks pre-launch) system which we didn't see yet. We'll probably get the in game knowledge database in 0.20 which is one important step to implementing it but the actual mining and resource system won't be done until 0.21 at least.
