What is wrong with Kerbins ice caps?

Hi, ive been to the ice caps and they look weird, I cant understand it.

Here are a few pictures.

My graphics settings are maxed out and res 1280x1024

North Pole:

Looks Fantastic

Closer, you can see the terrain loading closer to the camera.

Seccesfull landing, the floor is actually FLAT but, is shaded in pixels.

Again, the terrain is flat but there are shadows in the format of big pixels.

If this is the new ice caps we are having, I think I rather the plain white :/

It appears to be a normal map intended for the water rather than for the smooth ice cap, that didn't get noticed before (I guess nobody launched into a polar orbit during 0.20 testing). Nova said "Dear lord" when screenshots of the ice caps got posted to Reddit yesterday.

I dunno, it kinda looks like the muns normal map too. I guess it's just a proof of concept to see if normals maps for planet surfaces from orbits work at all.
