how to get command pod out of orbit

If it has a docking port, you could rendezvous and refuel it. Failing that I guess you are looking at some sort of mod that allows refuelling without docking, or editing the persist file to fill it up again. The convoluted way, without resorting to mods or cheating, would be to build a ship with some sort of grabber or bucket, and bring it down with that.

This does not work.

One way to do it is to send a retrieval ship up to collect and de-orbit it. If the module doesn't have a parachute, you may want to transfer your kerbals to another ship first by having them EVA to it at a rendezvous.

The easiest way would be to send up a ship with an empty hitch hiker module rendezvous with your standing capsule and EVA your Kerbanuats over to the rescue ship and land it. Then just end flight on you capsule.
