How to control symmetry in the VAB? How to make sure wheels are all level for rovers?

See the picture below, please.

1. Is there a way to get both of the wheels to be on the end of the girder, instead of at opposite sides and ends?

2. Is there a way to get rover wheels (or other parts) to automatically snap to the same point so that they're all level when building rovers? Currently I just eyeball it, test on the lands around the KSC, then adjust in the VAB. Repeat and rinse. Get's a bit annoying after a while

Yes, you have to go into the settings.cfg in the KSP folder and find that line and change it.

However, I would suggest building the rover in the SPH instead of the VAB because it has a vertical snap and the symmetry mode in the SPH is better for rovers. If you want to launch it on a rocket in the VAB, you can simply save the rover in the Subassembly Loader and load it in the VAB and put a rocket below it, or you can save the lifter and put it under the rover in the SPH and launch from the runway.
