Trial and error.

This Extreme Low Munar Orbit satellite is the second of its kind. You see, E.L.M.O. 1 whapped the ridge of a crater flying at 2km.

I took note of the area and did some scientific guesstimations and launched E.L.M.O. II at 3km off the Munar surface.
