I was streaming some KSP earlier today, and when I destroyed a part I got this in the debug menu.

B9.structure.P2.Surface.Clear(PKMXDGOD Helicopter Probe) exploded! -

blast.awesomeness 0.5

I never saw that before, does that mean the game rates our explosions?

The way that KSP now renders explosions apart from before 0.15 (I think) we now have dynamic explosions based on the amount of parts crashing at once and also how close they are. For example, when you crash a small SAS module into the ground, you'll see a small explosion. Make that 5 SAS modules, and the explosion grows. They implemented this because the old explosion FX were very computer intensive and would stack upon each other, potentially crashing the entire game.

I always thought they kind of looked like dreadlocks.

Yes bu if you want to make volumetrics clouds, you cant make much more than a dozen. That means that crashing a 400 part ship would create 400 volumetric puffs of smoke and thus cripple your pc.
