Can you toggle landing legs/gear/solar panels/inline docking ports/ect. in the VAB?

I'm designing some craft where this would be useful, if it is possible how do I do it?

To my knowledge, you can not. The only things that appear in the 'on' position are the two extendable ladders.

What I do is go to the launch pad as I'm designing something, and test it to make sure solar panels can open properly, landing gear reaches the ground, etc.

You can't yet. The tweakables, which will be added to the game someday, will allow you to modify such parameters in the VAB though.

Aye, do as Keome suggests. Use the landing support things to hold your lander (or whatever) up in the air and try it out. You can detach parts and leave them 'floating' in the VAB and they should stay in the VAB, but won't show up at the launchpad.
