Only one kerbal in space

Is it possible to get more than one kerbal in space at any given time? I have a 2man Kerbal spaceship on the Mun and just recently landed my 2seated rover. My plan was to have them both in the rover and drive around looking for anomalies, but every time i undock one kerbal, I lose control of being able to dock the second.

Is there something I am missing or is this a game limitation?

You can have as many kerbals, rovers, probes, ships, etc as you want. You can only control one at a time though, swap between them with the [ and ] keys (or depending on your keyboard, two closest keys left of Backspace).
