Generally, any permanent structure that's meant to be permanent.

A base complex is one or more structures in close proximity. Take my munbases, for example. Two 6-kerb structures 70km apart. Meant to be together, but I wasn't so good at landing then, and they don't have the fuel for a hop.

I'm planning to add more to make it a proper complex.

My definition of a base is any structures that do not have wheels, legs or engines therefore doesn't move. Doesn't mean mobile bases arn't possible for me, just means i'd need to build some sort of vehicle to move the base piece by piece to wherever. Wether the base is a single, large building or many smaller ones close together doesn't matter. kerbals have spacesuits on :P

I consider more than one modules a base and a single module more of an "outpost".

I make this distinction too. I have a number of small mining outposts on Mun which are just single craft, but they won't take off again and I run crew rotations and supplies (oxygen) out to them. They get relabelled with the base icon (wish we could add additional custom icons for different craft types).

Generally speaking a base is anything that isn't a craft that got landed/crashed and simply couldn't get home again, it has to be a planned permanent feature (including large things that rove). I prefer it if it's either a single large/complex thing or multiple things bolted together or at least functioning together for a common goal.
