Keeping skycrane+rover pointed in the right direction?

I've built a skycrane that seems to work pretty well outside of atmospheres, but it tends to flip over and refuse to recover when descending through an atmosphere. What's the best way to deal with this? I'd prefer to avoid adding parachutes or heavy components... does the rover section have too much drag?

For atmospheric descent the best would be to add a parachute. I suspect your flipping over issue is because of a high Center of Mass. If you don't want the hassle of having to fly two different designs, add a decoupler at the top and then a parachute, that way you can dump the parachute beforehand so you don't have the extra mass during landing on non-atmospheric locations.

But for atmosphere landings parachutes are invaluable.
