Why are the Mun Poles so hilly?

This is the south pole of Duna.

Obviously, such places are hazardous for Kerbals and solar powered probes. Insolation inside these canyons is poor.

It's pretty easy to find peaks near the Mun's poles which are always illuminated by the sun (except during an eclipse). It makes for a sweet base. If you find a place that is just barely in shadow for part of the "munth", you can land a tall tower there with solar panels on top to catch the rays. That was one of my favorite things I did in the game.
