They don't really follow anything in particular; they are simply animating to look like they are.

I seem to remember a developer comment where they actually do track random ships/celestial bodies until they're no longer in the dish's line of sight, at which point they lock onto something else.

I'm pretty sure that was an improvement added in .20, when we got the new base graphics, but I'm not completely sure that's how it's working right now.
