If KSP's EULA allows you to do it, then yes. Otherwise, all rights reserved, which generally means no.

Squad textures in GameData are open for reuse. Squad textures that are not available for editing (i.e. locked up in KSP_Data) are NOT.

Additionally you can use MODEL{} to reference the in place textures without having to distribute them at all, reducing your users' memory usage at the same time. See any thread about welding or set of welded parts to see how.
