Greetings. Last I played KSP was in June, so I have 2 questions.

In many videos I see people transmit science at a 100 % rate, is this possible or was this fixed by 0.23?

Second, I read in the patch notes that you can only transmit once. Is this true? Or do some parts allow for re-sends?

You can reuse most science parts, just the science Jr and mystery goo need to be cleaned out at a mobile processing lab if you remove or transmit their science.

Some science can be transmitted at 100% such as crew reports, saying "it's green" about Jool is not going to change whether it's over the radio or in person back on Kerbin

Thank you for the speedy response. By sending science though, do you lose science? In the sense that, if there is a loss in transmission, can you repeat the experiment / transmission to get 100% worth?

You don't lose science, if you can't send all of it you can send more later, though because of diminishing returns it does take some effort to get all of it.
