They need not be attached to the tank. To activate the RCS thrusters, press R. Now they will support the attitude changes you execute with wasd, their main reason to exist is, though, their ability to move 'sideways' with them and forwards/backwards with ijkl and h (forwards) and n backwards).They are also controlled by your ASAS module, so they are usually quite useful during Mun landings.
