How to re-map debug toolbar hot key

I can no longer use Alt+F12 as my hotkey for the debug menu as F12 also being my scroll lock key. For some reason it over-writes the default action of the F12 key to scroll lock instead. Is there any way to manually change the debug menu hot key?
