I find that I can not reach attitude of 21,000M as per specs. can anyone help?

At 16,000+ it turns back to keb.???? Only mods are Firespitter and Hydrotech for throttle control.

Not exactly sure. But at a glance it looks like you don't have enough nose lift, which means your elevators are losing all authority so you need bigger elevators on the rear of the craft.

But again I don't know, I haven't flown anything in the stock KSP fluid dynamic model, I mean aerodynamic model since I got the game some 800hrs ago.

Thanks for your input. It work well until 10,000+ Ms I think it's more of and atmosphere issue based on Keb.
