are the specs on this computer good to play ksp with?

Well, that's plenty of RAM. Given you're running the Windows version, which is limited to 32 bit, KSP won't be using more than 4GB of it anyway.

HDD, again plenty. That 7200RPM might help with the spectacularly slow loading screens as well.

The CPU I have no idea about. However, my old AMD X4/640 will cope with a few hundred parts quite nicely. I've built thousand-and-odd part rockets, but it does go very slideshow at that point.

The only sticking point are those integrated graphics. You might need to turn terrain detail down or do some config hacking on the oceans, but other than that, yes, I see no reason why this computer could not run KSP. Of course, the best thing to do would be to download the (0.18.x based) demo and give it a whirl. 0.23 will run a little smoother than that due to improvements since then, but it'll give you a good guesstimate.

I am on a toughbook CF30 core 2 duo 1.6 GHz 4 GB ram and it works OK Win xp. I had to REALLY cut back on the textures for land and sea ect but it runs, granted I had the .18 on it.

But at home I am on a 2012 mac pro tower ( boot in to W7 pro) KSP .23 off steam) as expected it has more punch then a SRB ;)

I do have a slight concern about that CPU ..... search says its in the 1.5 GHz range and is 2 core .

Some what in line with my toughbook's CPU GPU combo.

So there is your bottle neck . The CPU/GPU

your going to struggle with large ships on that CPU I think.. KSP is mostly limited by one thread on the CPU, so you want as high a clock rate as you can get.

On the bright side it will teach you to build smaller efficient ships.
