[WIN] Mod Tagger

A small utility for adding mod names to "Manufacturer" and .cfg paths to "Description" for parts.

This is mostly helpful for when you're going through a massive part list in KSP and hunting each one down in the GameData folder for editing or deletion.

For the mod name, it's actually just picking up on the root folder's name within GameData, so for some mod packs, you may see the name of the mod developer or something instead of the technical name of the mod.

A reset function allows reversing the change, though it's not possible if you replace manufacturer without preserving the original, as noted in the app.

Since this tool makes permanent-ish changes to .cfgs, it may be a good idea to back up your GameData folder beforehand, though I have seen no evidence of any harm beyond editing the flavor text fields.

License is "do whatever you want with it, just don't claim you made it"

This is an initial release, so please let me know if you notice any strange behavior. I'm also open to suggestions for similar tools.
