H-O-R-S-E Challenge Game: Rebirth

The Challenge:

The sneaky Kommunists from KSC 2 stole all the fuel from the VAB. However, Jeb still has a secret stash of solid rocket boosters. To get revenge, make an ICBM!

Rules:

1) The ICBM must carry a LV-N engine (proxy for a nuke)

2) The nuke must land within 5 km of any KSC 2 building

3) The ICBM must be launched from KSC and arrive at its target within 20 minutes

4) The ICBM must be unmanned (Jeb wanted to ride it, but Bob dissuaded him)

5) The ICBM must use only solid rocket boosters for propulsion (no liquid rockets, jets, RCS, xenon, or infiniglide)

6) No Sepratrons (Jeb doesn't like them).

7) The ICBM must use only stock parts

8) The ICBM must have a take-off mass of less than 50 tons (Jeb couldn't hide that many boosters).

Other than these rules, anything goes. Use of tweakables is encouraged. Also, planting a flag at KSC 2 for targeting purposes helps.
