Planet Surface Frame of Reference

Hi,

i'm trying to make a sort of "Head Mounted Display" plugin which shows the current craft orientation and flight vector and takes the view position into account. The difference to the HUD from Steam Gauges is that it shows you where you are actually going in your current field of view. See here

Questions:

a) Does a mod like this already exist?

B) I want to draw a horizon line and for this it would be best to obtain a frame of reference which is aligned with the planetary surface under the current vessel (or rather camera) so that one axis is normal to the surface and the other two are tangents to the surface. Anybody have an idea how to do that? At the very least i need the vector from the center of the SOI to the camera position in the SOI frame. No idea how to get that either. (The KSP stuff intermixed with the Unity stuff is such a horrible jungle. Very hard to get though).
