A) Get handcuffed by BSMC security guards and returned to level 121

Pull out the sniper rifle you killed Jeb with on page 15 or so and kill one of the scientists to take a Munar lander to level 123.

We were on floor 123 dude. You can only go up and down one level at a time. We're trying to go down but it will take a while.

You kill both scientists and proceed to floor 123, following the voices telling you descend. (I assume you meant 124 since you said ascend.)
