Help! What wrong with my alt+F12!

I've recently transferred KSP to my new Laptop, and now when I run it the debug menu doesn't come out, I don't know why. So I got a couple of questions. My Laptop runs on Windows 8 64bit, no problem at all since it's brand new.

I can't find debug menu in setting. Is there a way to change the key bind for Debug menu?

Can I download a mod that allows part clipping without using Debug menu?

How do I get Debug menu to pop out and work normally.

Also, in KSP 0.24 the B9 landing gears don't work properly.

Are you using an OS other than Windows? On Linux the default keybinding is right shift instead of alt (because alt-clicking in Linux moves the whole window). Can't speak for OSX.

Have you copied someone else's config file? If it's come from a Linux or OSX user then again that might have changed the keybinding.

Are you using Steam? It uses F12 for various stuff, you may need to disable that or reconfigure it in Steam.

Does the issue occur if you plug a regular keyboard into your laptop? If so, the laptop's "alt" key probably isn't acting as such. Perhaps it's doubled using "Fn" with another key.

You probably need to hold the FN key to make your Function keys work. If your new laptop is a Mac, this can easily be changed in the system preferences (gearbox icon in the dock) so that Function keys work without the FN key being pressed (like on Windows).
