Right as said above.

You will not see it made as it was originally shown in various graph, with a complex ensemble of extractor refinery for a space resources tycoon... etc.

And from my point of view this is a good thing, I don't see how it could have been fun (see here).

On the other hand nothing say we won't have some form of "ISRU" to make fuel on place.

In my opinion the only fuel really needed is propellant for nuclear engine (not the atomic fuel), and who know ? maybe fusion fuel too. Both would allow late-game to make powerful space-only spaceship to move weight around, and far enough at the end of the game to avoid unbalancing everything.
