I've started from a simpler model

Video has no subs, but the idea is:

Lifting power of a wing is going down when your craft gets higher. Rotational speed of the wings is stable. So there is some altitude where the craft will just stay not going down or up.

On this base I also built rocket launcher for Jool. This base can always stay in Jool atmosphere and launch rockets.

Neato concept, i wonder. Im going to start work on something, im thinking ion engines, constant spinning and an air ship, be neat if you could make a stock spinning system like that running on constant solar power with stock parts is what i am thinking.
