a few simple career mode changes

I wonder if someone could make a mod do the following:

1. Limit the total number of available contracts to 3 at a time. Limit the number of active contracts also to 3 at a time.

2. Make it so declining any available contract (in order to "dice roll" for a new one) carries a reputation cost.

3. Hiring new Kerbals cost reputation rather than funds. (and that cost can be edited in a cfg file.)
