Outsourced R&D taking all my money

I've got "Outsourced R&D" active. In the Admin building, it says:

• Takes 50% Funds income
  
• Yields 1 Science for each 32.011 Funds.
  

However, when I go to Mission Control, the prospective missions take all my money in exchange for science. Even the advance. Like this:

Sure enough, I get no funds for missions whatsoever, only science. Not what I want.

My mods currently installed are:

• RCS Build Aid v0.5.1
  
• StageRecovery v1.5.1
  
• SCANSat v9rc1
  
• Kerbal Engineer Redux v0.6.2.11
  
• Kerbal Alarm Clock v2.7.9.0
  
• kOS v0.14.2
  

I'll experiment with removing mods and see if any are causing the issue.

Running Windows 7 Pro 64bit.

Update: I removed ALL mods from GameData (leaving only Squad and NASAMission), and it's still happening! Looks like this isn't a mod issue.

Admins, could you move this to the unmodded installs forum please?

There are some bugs with the system, but this is not one of them. I do, however, agree that it's confusing.

confirmed: while accepting 2 contract supposed to grant 3 and 1 science with there advance and outsourced @ 25% => no science gain

EDIT: switched to verify the "unpaid research program" this one grant science properly
