Part test rewards do not scale correctly outside Kerbin

I decided to start a stock career where I'd accept and complete every single mission. One of the things I've noticed along the way:

Part test rewards do not scale correctly outside Kerbin.

I will give two examples. (Copy image URL for better resolution.)

Testing Kerbodyne KR-2L Advanced Engine:

Testing TR-2V Stack Decoupler:

As you can see, the reward for testing a part in Kerbin orbit is similar (if not MORE!) than testing the same part around Minmus, in orbit around Pol, or on the surface of Duna. This is despite all of these feats being clearly much more difficult to achieve.

Part test contracts on other bodies relative to those on Kerbin are also far too rare in the endgame - I've detailed this issue in a separate thread (first and third posts).
