You can already approximate this in Fine Print: the Munbase contracts typically require a docking port, antenna and space for half a dozen Kerbals landed on the Mun. But they don't say that it has to stay there. I've been sending up a little six-seater spaceplane on Munar sightseeing trips, and knocking off Munbase contracts while doing so.
