claw attached ships causes catastrophic wobble

using the ARM claw to retrieve a ship that didn't have chutes or fuel for a safe kerbin landing i rendezvous with a ship with a claw and used that to land both ships. it did work but when i first attached the claw, the ships started to wobble and almost flew apart. turning off SAS or RCS didn't affect it and only got around it by using the 'unlock pivot' function. as soon as it was locked, the wobble would return. I could do this until it got into the atmosphere. I also disabled the torque wheels on one ship, but that didn't help.

any ideas why?
