How do I transfer crew without EVA?

How do I do that?

Do I have to meet any conditions?

Just click on the hatch of the part that has the crew in. Then click the transfer button next to the crew member and then click on the part you want them to move to. The only condition is the obvious one of the destination part must have a space available...
