What is Flight Planning Available?

The upgrade to the mission building says "Flight planning Available," but I have no idea what that means.

Exactly. Maneuver nodes will be available only after mission control building upgrade.

You need to upgrade both the tracking station and mission control once to be able to do maneouver nodes.

Mission Planning (AKA manoeuvre nodes) requires both Mission Control and the Tracking Station to be at level 2.

No. Maneuver nodes only require tracking station to level 2. Flight planning enables the missions to explore other celestial bodies.

This is incorrect. You can get missions to explore other bodies without Flight Planning (at least as far as Mun and Minimus go, I have done so in my game with both level 1 tracking station and mission control).

Level 2 Tracking Station alone allows you to see future orbits in other SOI's and detect when an orbit will bring you into another SOI. Without that you just need to guess.

Level 2 Mission Control alone simply allows you to take more contracts.

Level 2 for both unlocks maneuver nodes.
