Rocket won't lift off

The engine might not have enough power to lift the rocket (despite the fact that Kerbal Engineer says a TWR of 1.39). Try adding more power, to see if Kerbal Engineer's TWR calculation is incorrect.

Your onto something but I don't think that is it entirely. I took it down to 3 tanks, still wouldn't launch, so I let it burn fuel for a few seconds and sure enough it launched at TWR 1.90. The problem is then it took off as if it had a TWR of 1.90, it was going pretty fast, rather than crawling off the launch pad (as if it had just reached 1.0).

I have the exact same problem. It's like the engine is hooked to the launch pad. The TWR isn't the problem as my rockets launch perfectly if I'm using the TT18-A launch clamps but get stuck without it. It's intermittent though.

Claw said it's a problem with the tier 2 launch pad colliders. The workaround is to use launch clamps until there's an update.

Lol, Tell Claw, that's a little hard to do when you don't have them. So basically, because I upgraded the launchpad, I can't launch rockets to earn science to get what I need to avoid the launchpad bugs. Wonderful. If this were the first one, that would be one thing but I'm just about to abandon 0.90. It's too buggy to be playable.

Well I've noticed it's intermittent so try reverting to the VAB and then giving it another go. Another work around I've seen is putting a decoupler on the bottom of your engine and decoupling it on launch.

I agree with the buggy part. I've noticed bugs all over the place.

If you're using FAR or NEAR don't expect rocket to go slow in atmos, you replace atmosgoo with atmosphere and thats what you get, so might not be a bug you should try vanilla, seriously its near impossible to reach terminal velocity with far and near. :) i was quite confused about that too. lifting off I think your kerbengineer is drunk, try with different solutions like MORE BOOOOSTEEERS! ;)

I know how FAR works, thank you. What you are saying is incorrect. A craft with TWR of exactly 1 will lift off at nearly the same speed in FAR and stock.
