Can't finish satellite contract

For some reason it says i have the right deviation and have held it for 10 seconds but the "launch new ship unmanned probe with power and antenna" is not being checked, i have 4 batteries and an antenna so i don't understand whats going on.

Not sure if its the fact that I have not solar panels.

It's because you don't have solar panels.

Aye, the contract isn't super clear, but you need replenishable power -- in other words, either solar panels or an RTG.
