Contract Completion Issue...

I've made this visual to make it simple and clear. I had this same issue with a Kerbin orbiting station as well and thought it was a bug so I canceled the contract.

But now I've attempted it around the Mun and I have the same part of the contract giving me incomplete as before. But as you can see I have a plethora of parts that should give me a complete.

Why is it doing this? Do I need that big dish antenna as well, or some special power lay out I'm unaware of?

I hope somebody can explain why.

Was any part of the station launched before you accepted the contract?

Also, you should take a screenshot of the Contracts tab while in-flight - it updates more promptly than the Mission Control screen.

Nope. I accepted the contract, then launched it all in 2 shots.

I didn't check the status of the contract in between launches because I assumed as soon as I got the last 3 modules and docked to make it support at least 12 kerbals, it would be done.

I just find it weird this is happened to me twice now, with the same objective being incompletable.

Have you tried launching the station in one go? I usually do that, although I use a much simpler design (that is, bare minimum to meet the contract).
