Edited-in Kerbals already at max level?

Why is that so? Can I reverse it somehow? I want my little guys to level up

Nvm, apparently Kerbals in Science mode are already at full level.

After installing Remote Tech i started a new career because none of my vehicles had connection.

I did not want to restart from the beginning so i added some money, rep and sience in the menu.

After that i changed the levels of the buildings in the config file to match the status of the old save. But somehow those buildings were completely developed.

I know the levels in config are the ingame levels -1.

So what could cause the buildings to completely level up?

If you're desperate, give yourself a huge amount of money, then buy all the upgrades. After that, just put your money to the amount you want.

No, they appear to be fractions. Tier 1 is 0, tier 2 is 0.5, tier 3 is 1.0.
