Is There A Mod That Allows You To Build In-Flight?

I am not sure what you meant by build in flight.

If you mean being able to spawn new ships in other places than KSC, then there is Extraplanetary LaunchPad.

If you mean being able to have kerbals EVA and do small patch jobs and stuff, Kerbal Attachment System is what you need.

But if you are asking for a full on editor in mid flight, I don't think that is possible.
