Rescue Mission, focused on Kerbal, he has fuel, but he won't move with controls

I got near to the Kerbal in need of rescue from a perpetual Orbit (poor Desner Kerbal in my case). I'm about 1 km from him, I switch to him with [ or ] and I focus on him, he has fuel, but for whatever reason, he doesn't respond to commands and won't maneuver back to the ship.

Any ideas? I looked at some of the ragdoll threads, but nothing in there seemed to work for me, I looked in the save and he's a type=EVA, sit=ORBITING

Only thing maybe possibly is, the quicksave was done before I got near to him, and it says "control=false"... I presume if I quicksaved now it would be true?

I'm kinda at a loss here...

no response to trying to toggle the jetpack on or off ?

could try going to the space centre, then returning to your flight ? sometimes that seems to unstick things.

I believe you have to get a ship within 100m or 300m or something before you are able to control the Kerbal and bring him in.
