Maybe every one will come together and make the Human space agency and then we can explore 10 times faster!

I believe that could only happen when most of the countries involved have a similar level of technology, with each country that can land on the moon or Mars the closer we get to the dream.

India seem to be focusing on an orbiter mission for that opportunity, not a lander.

India will definitely send an orbiter first for reconnaissance, they mentioned 2018. China will also do the same unless they want to lose a few billion yuan.

I'm not sure how to answer, as I think it will be a multi national effort to spread the costs around, unless you meant a probe.

Yeah I'm talking about probes, never mentioned people. Even if it was manned I doubt India-China-Japan would make an effort to cooperate with each other.

Why would they do that ?

Space agencies are only made by nations to advance national interests, to subsidize national space industry and to develop national proprietary technology. An international space agency has no such purpose, therefore nobody has any interest in funding one.

'Landing' and 'landing a rover' are two very different things. China has landed on the Moon, which may be a good start (for Viking there was a lot of work done looking at how the lander might behave landing on Lunar regolith, as a possible analog for some Martian regions), but still, landing on the Moon is not really like landing on Mars apart from that you loose your speed and stop on the ground. In that way, it seems like India, having orbited the planet, may be ahead of China, but really only slightly.

As for Japan, they do have a good well established space exploration programme, but as far as I have heard there is not much emphasis being placed on Mars.

Japan also seems to try to work on things other nations are not focusing on very much.

I think they look for areas where their efforts will get more unique science, so Mars may not be that appealing to them.

So, maybe a Neptune Orbiter?
