Does the EAS-1 chair count towards kerbal occupancy for station missions?

Hi all!

I've got a contract being proposed to me on the Mission Control to transport twelve kerbals to the Mun.

Would a pod and 12 EAS-1 chairs count as sufficient transport for the above, or would I need to send pods for them all? Or do they only count when 'filled'?

And that is the only answer acceptable. A chair does not mean it can house a kerbal... its for controlling vehicles, not to live in. Like it that way.
