Let's not get ahead of ourselves here. There has never been any real indication that paid DLC will ever happen. There was some speculation based on an offhand comment by Harvester once, but it was blown way out of proportion.

That's not accurate. Players who bought before May 2013, whether through Steam or the KSP Store, are entitled to free DLC if any is produced. Source.

OP, if you transfer to Steam your license will remain the same, you will still get any DLC for free.
