Why is E.V.A not fully implemented?

I\'d say it\'s not fully implemented. There are things like repair, sample collection, flag planting (if any of those are planned) that could still be added to it. As well as this, there ought to be a revision of the controls, which I personally have been going on about since .16 came out, since the rotation control is very frustrating at times, when trying to perform inverted operations. http://kerbalspaceprogram.com/forum/index.php?topic=16923.0

I think we really ought to leave it up to Squad to determine what is meant by "fully implemented," don't you? None of us have any idea if those actions will be possible on EVA. Squad may not even know for sure right now. KSP is currently in alpha, nothing will be implemented overnight.
